While families consider their dogs beloved companions, criminals see them as profitable merchandise. Dog thefts have been on the rise in France since the health crisis — despite penalties of up to three years' imprisonment and €45,000 in fines.

The Scale of the Black Market

Stolen dogs sell for between €1,500 and €3,500, sometimes reaching €10,000. The illegal dog trade ranks as the third-largest illicit trade in the world. Most targeted breeds: Pomeranian, Staffordshire Bull Terrier, Chihuahua and French Bulldog. Stolen animals are either resold or exploited in illegal breeding operations.

How Thieves Operate

Criminals use increasingly aggressive tactics: breaking into homes, stealing from gardens, snatching dogs from their leads. According to the BPA (Animal Protection Brigade), contracts are even placed on specific dogs identified in advance.

How to Protect Your Dog

  • Register your dog in the I-CAD national database (mandatory)
  • Never leave your dog unsupervised outdoors
  • Maintain constant vigilance during walks
  • Consider a steel-reinforced lead
  • Use trusted pet care platforms
  • Avoid tying your dog outside shops
